Where do I go to edit the text fields on the checkout/shipping address form/page?

I'm having trouble finding where I can edit the text form fields in the checkout page .  For instance, the additional comments box in the form is called " delivery comments".  I would like to change that to something else, but cannot find it in the page properties/template.  I don't see an option to edit the form.

The form you are using is a part of a shipping plugin, it isn't meant to be modified. However, you can change the label using javascript.
